Caps lock key shortcut?

Hello,

Is there a way to make a shortcut to run a program but
turn the caps lock key on before running the program then
turn it off after you close the program all from the one
shortcut?

You could use a program like CapsLock
(http://www.rjlsoftware.com/software/utility/capslock/) in a batch file to
turn the caps lock key on, execute the program, and then turn the caps
lock key off. Then create a shortcut to the batch file.

Note that the caps lock setting is global -- if will be changed for all
applications running, not just the one you're interested in.
