HOW CO I GET CAP AND NUM LOCK TO AUTOMATICALLY BE SET UPON START UP ON
WINDOWS VISTA HOME PREMIUM OS

Num-Lock can be enabled in the BIOS of most modern computers.

Question is, why Caps?

Yes... it can... but since XP, the OS determines the status of the caps-lock.
The default is for the system to boot up in the same status in which it was
set during the previous shut down, regardless of the BIOS setting.

Ooops... I think we were both thinking about "number" lock. :-\

I've never seen a "caps" lock option in a BIOS.

Looks like you've got Caps Lock OK! 8^)
Most BIOS versions only allow presetting Num Lock, though.
