Can't view Incoming Fax Docs in Outlook

New server running SBS 2000 with SBS Service Pack 1a.
The incoming faxes are redireted to a single mailbox.
When attempting to view the fax, Image Previewer
states "the document's format is invalid or not supported".
Attempted to use other imaging viewers with similiar
results.

This was working on the original SBS Server. It appears
the file is getting corrupted inbound. Any suggestions
are appreciated.

Client Fax software, Outlook version, and operating system are all in play
here. Clue us in.
The inbound faxes have what file extension?
 
They are coming in as tif images (fax000001.tif).

I am receiving the fax from a fax machine correctly and
they are posted in a public folder. In Outlook XP, I am
opening the file and the Windows 2000 Image Previewer
reports the error (tried Photoshop and Ifranview as well).

Most often, this problem arises because some other imaging application that
you installed has set itself as the default viewer for TIF files. To view
faxes from the Fax Console, the Windows Imaging and Fax viewer must be your
default viewer for TIF files. You can easily restore that setting in Windows
Explorer > Folder Options. File Types.
