Can't View Folder Properties

About 3 months ago I lost all access to folder properties.
I can still view the properties of files and drives, but
not file folders? Is there a specific program that needs
to be runnig in order that I may view these properties and
make necessary changes? Any help would be much appreciated.
 
Also, I tried changing file folder associations and things
are really messed up. Hopefully somebody out there can
help soon.
