can't view all my programs on program menu

when I click on "all programs" on start menu, I get a
message that all my programs cannot be displayed. It
suggests I use smaller icons. -Tried this and does not
work. Why can't I view all my programs? I did not have
this problem with windows 98.
 
It's nothing to do with All Programs. You have too many MRU set. Not that it matters you'll still see the same number of progrrams.
 
It because the menu can't be taller than the screen.

To have your start menu's cascade instead of scrolling,

go to the following:

Right click a blank spot on your task bar,
click Properties,
click Start Menu tab,
click Start Menu and Customize button,
click advanced tab,
scroll down and uncheck - Scroll Programs.
Click OK, click Apply and OK.
You may or may not have to reboot.
