Check for a file named HOSTS with no extension (not Hosts.sam). It may be a
hidden file. Open it with Notepad and remove any line referencing the site.
Or, rename HOSTS to OLDHOSTS

I have been tracing down this problem for 3 days. I tried all of the
above recommendations and then some to no avail. I finally found that
Microsoft has released an update to Wininet.dll to correct this problem.
NOTE: I have not yet tested this fix on my client's machine. I will
post update to inform if this does the trick sometime tomorrow.
