can't use syste restore!!!

try to use system restore,get #1 you do not have sufficient security
privliges to restore your system etc. ..... i get window to login with user
name and password i do it and get #2logon failure:unknown user name or bad
password,but it is correct info even change name and password ,same
results!!! try to access system prop.>sys. restore tab and i get "an eception
occurred while trying to run
"C:\windows\system32\shell32.dllcontrol_rundll"C:\windows\system32\sysdm.cpl"/system

Kaspersky's Online Scanner

IF malware is detected, save the report as a .txt file.
