can't use speech to text

I need to use my computer with a microphone but can't
seem to set this up.
Windows Help and Advice Glossary explains that I need to
click on the 'speech to text' tab after opening Speech in
control panel. However there is NO 'speech to text' tab
(only voice selection and voice speed under the 'text to
speech' tab).
Can anybody help me, PLEASE!!! I am tearing my hair out
here!

XP has the underpinnings to support speech to text. What is needed to make
it work is a program that utilizes speech to text and that installs the
components it needs for this feature. Example: Setup for Office XP and
Office 2003 will install the components to add speech-to-text features for
Office programs.

PS: It sounds like your Speech panel is currently setup for text-to-speech
only (this is included in XP with no extra installations necessary). The
only options showing in your Speech control panel are different
voices/readers and how fast their speech will be.
