Windows XP will not let me use the "mailto:" feature of
Web pages. When I try to do so, Windows locks up and I
have to end all programs before it will do anything. This
started a month ago after newly upgrading to Windows XP.
My mail program is Outlook Express, but it does show in
Internet Options> Programs> Mail. MS Support helped me
get it back once, but now it has disappeared again.
Any suggestions?
Thanks.

Thanks, David. But that just removed "URL :Mailto"
Protocol from the list of file types.

From http://www.fjsmjs.com/OE/defaultl.htm

Go to Start | Run and type this command, with the double quotes and spaces:

"C:\Program Files\Outlook Express\msimn.exe" /reg

and then make sure that OE is selected as the default mail program in both
IE and OE.

If that isn't enough, see this article:
