Can't Use Excel

When I upgraded from WIN 98 to XP I lost access to my
Excel 2000. I received an error message that there is a
licensing issue and access is denied/terminated. How can
I correct the problem and use the Excel program? I receive
the following error msg:
Error Signature

Reporting Details
This error report includes information regarding the
condition of Microsoft Excel for Windows when the problem
occurred: the operating system version and computer

(IP) address of your computer.

Going from 98 to XP, I believe, required a format?

If I reformat my hard disk, is reactivation required?

If you reformat the hard disk and reinstall the product,
reactivation is required. The same grace periods for
activation apply in this situation. You can reactivate a
product on the same computer as many times as you
require. The activation can be completed by using the
telephone or over the Internet.
