can't upload images

I'm trying to upload pictures to my website, as well as
websites that ask for pictures of yourself, and the
progress bar increases slowly but I either get an error
message or the picture does not upload. Can anyone tell
me why?(my firewall is not the reason why cuz its
disabled)
