can't upgrade IE5 to IE6 in Win2000

Keep getting message: "a previous installation has pending
work requiring a reboot. ..." after restarting computer.
When running ie6 setup, keep getting message "setup was
unable to install all the components. ..."
Have used regedit to delete "PendingFileRenameOperations",
which is recreated after reboot.
Have tried out Microsoft Knowledge Base Articles 221863
and 312444.
Any suggestions will be welcome.

First, I would try to uninstall ie5 from the Add/Remove
Programs, Control Panel Applet. Then try to install ie6.
Another option is to repair ie5 by going through the same
steps as above but choosing repair instead of uninstall.
