Running Windows 2000 Server
clients range from xp to win98

set on static addresses
Can ping clients from server 2000 machine.
Can ping server 2000 machine from all clients

clients have access to resources eg email, www
and other application data.

Can see server on neighbourhood, but no access regardless
of share permissions set.

what could be the problem?

what could be the problem?
Network neighborhood does not use DNS it uses NetBIOS so you might post this
in the Networking NG.
The best guess I can come up with is does the server have two NICs and is
NetBIOS over TCP/IP Client for MS Networks and file sharing bound on the
internal NIC?
 
There are a couple of possibilities here. The 2000 server may not have accounts for the Win98 users. The second most likely
reason would be that 2000 may have a higher security level than Win98 supports. Please check the following on the W2k
server. Make sure that Everyone has the "access this computer from the network" right on the Windows 2000 server. Next,
verify that the Restrictanonymous and lmcompatibility keys are set to "0" in the registry. These can be found at
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa
