Can't turn on Windows XP firwall

Dear All:

For some reason, I could not turn on Windows XP Firewall.
When run Windows Firewall configuration,
The "On" radio button is gray. Actually, "On" and "Off" selections are
gray.

Does any one know how to activate firewall?
I install SP2 again and the result is the same.

Do you have any third party firewall installed? Some antivirus software
comes with a firewall, for example.

If not, check your event logs for errors.
 
No, there is no error message.
The Windows Firewall/Internet Connection Sharing Service entered the
running state.
And I didn't install any firewall software.
Any advice?
