Can't turn on offline files Win2000

I posted this a couple of weeks ago w/o a response. I'm going to give it a
second chance.....

I've got a bunch of windows 2000 boxes connecting to a Windows 2000 server.
The previous adminstrator had turned off offline files. If you go to
folder options in the control panel - the "enable offile files" is grayed
out under the Offline Files tab.

In the group policy User Config->Admin Temp->Network-Offline Files I have
this:

Disable user configuration of Offline Files Disabled
Synchronize all offline files before logging off Not configured
Action on server disconnect Not configured
Non-default server disconnect actions Not configured
Disable 'Make Available Offline' Disabled
Prevent use of Offline Files folder Disabled
Administratively assigned offline files Not configured
Disable reminder balloons Not configured
Reminder balloon frequency Not configured
Initial reminder balloon lifetime Not configured
Reminder balloon lifetime Not configured
Event logging level Not configured

Under Computer Configuration->Admin Temp->Network->Offline Files I have
this:

You may have "remote desktop for administration" turned on for your
server. You can't have both remote desktop and offline files, they
are mutually exclusive.

works the same way for Windows 2000 server. If Terminal Services
is installed and enabled on the server, you can't do off-line files.
