cant turn on cryptographic service

Can anyone please help me fix this problem. My computer says that it cannot
find cryptsvc.dll, but it sits in system32, so I guess its a bad path/missing
link some where.

cryptographic service error and how to fix it!: Go to
http://www.updatexp.com/cryptographic-service.html
(rename the folder in Safe Mode)
Run the commands:
net stop cryptsvc
ren %systemroot%\system32\catroot2 oldcatroot2
net start cryptsvc
