can't turn off system restore

I guess I can't use this beta spyware blocker as I have
Windows ME. bummer. I have Adaware and Spybot and run
them often. I also have a virus scanner. Problem seems to
be virus/spyware/etc. in my "restore" folder, so they don't
ever get really erased. When I try to turn off system
restore to run the virus and spyware programs, it doesn't
actually turn off. This is my personal computer and I am
the original owner but apparently I am not the
"administrator"???? Is there anyway to set myself up as
the administrator so I can disable system restore
temporarily to run these programs?
Please help.

You are saying you have tried this?

1. Click Start, Settings, and then click Control Panel.
2. Double-click the System icon. The System Properties dialog box appears.

NOTE: If the System icon is not visible, click "View all Control Panel
options" to display it.

3. Click the Performance tab, and then click File System.
4. Click the Troubleshooting tab, and then check Disable System Restore.
5. Click OK. Click Yes, when you are prompted to restart Windows.
