Can't Turn off "Read Only" Attribute

I can't turn of the "read only" attribute setting for any of my files in Windows XP Pro. When I open "properties" and click the box to turn it off, it turns off. Then I hit "apply" and then "OK." But when I open it again, it's been restored to "read only." My account is set up to be the administrator, so I am surprised that the system is somehow over-riding my commands. Does anybody know how to fix this problem?
 
Do you mean you can't change the read only attribute of folders or do you
mean for files in the folders.

Thanx for your help. Unfortunately, I am still struggling with this. I have tried to use the command prompt approach described in 326549, but it says "not resetting hidden file." When I try to make the command specific to the folder I want to change the attribute on, it does not find the folder. However, this condition applies to all my files -- so I'd like to get to an overall fix. I am reluctant to attempt the other fix you suggest (256614) because of the warning

All I really want to do is create a shortcut, but that option on the pulldown menu is screened-back. I surmise this is due to the "read only" status -- but maybe you know another way around it? If you don't know, I'll probably have to call someone

I can't change it for folders. I am trying to make shortcuts for some and find that command screened-back in the "File" pull-down menu. I surmise it's because the folders are all "read only." I am able to make shortcuts to actual files.
 
Right click the folder | Create Shortcut.
The attributes shouldn't make any difference.
 
When I right click, "Create Shortcut" is not offered as an option.

Right click a folder | Send To | Desktop (Create Shortcut)
Do you have this option? Desktop (Create Shortcut) ?
