Can't turn off pop-up blocker

I have IE 6 running on XP SP2, and everything is fully patched. I am unable
to turn off the pop up blocker, even though it is showing disabled. When I
press the control key, the pages to load properly. When the control key is
not pressed, I can tell by the lower bar in the IE window that the popup is
being blocked.

I've tried to disable then re-enable the popup; disable, reboot, then
re-enable; and various things similar to these. Also, under the privacy tab,
I've attempted to block pop-ups and list the sites I need under the settings
button.

I'd appreciate any ideas as to what I can try next. Thank you.

Are you running any third-party toolbars?

A while ago, this machine was running yahoo toolbar. I forgot to mention
this, but I've uninstalled all software that isn't essential on this machine,
including the toolbars, so the toolbars are all uninstalled at this point.

I asked about third party toolbars because it really sounds like a third
party program is doing it. Go to Tools | Internet Options | Advanced and
uncheck "Enable third-party browsing enhancements".

So How Did I Get Infected Anyway?
For quite a few people it's by installing Messenger Plus, whose ads for
malware don't identify the malware as such and try to convince you that you
owe it to the author. See also:

Don't ever do a "default" install of anything. Always choose Custom and see
what else is being carried along. Don't install any extras you're not sure
of.
