Can't turn off hard disks

I have selected the option to turn off my hard disk after
30 minutes but it is not working. How can I find out
what tasks are running in the background when the system
is idle which might be preventing the close down, and
which ones are safe to disable?

Under Power Options there are options to "Turn Off
Monitor" and "Turn Off Hard Disks" after a pre-selected
period to save power. Whilst the monitor turns off OK
the hard disk doesn't, and I understand that there are
probably too many tasks running in the background when
the system is idle for this to happen. Any ideas?

What I mean is when your hard drive turns off it just quits spinning and
most hard drives are very quiet and you can't tell when your hard drive
turns off. As soon as you move your mouse it spins back up. Very hard to
tell on some systems cause they are so quiet.
 
Never thought of that! Is there any way of checking if
the hard drive is turning off ok?

Probably some software that will monitor the Hard Drive, I don't know. I
have never seen this function not work. Set it to turn off after about 15
min. Don't do any activity with the mouse or keyboard, then when you know
the 15 min has expired, put your ear to your machine and bump the mouse, you
should here a small sound of the drive spinning up and a small hesitation of
the mouse as you move it.
