Can't stop Outlook 2002 "preloading" messges

I've noticed a new problem with outlook 2002, running on a laptop in corporate mode talking to my SBS server over a VPN connection. Even though autopreview and preview pane are off, the program is still obviously doing something ("preloading"?) messages with attachments. This is noticable when you scroll through the message titles with the arrow keys in the list pane. The cursor will hang on any message that has an attachment for a period of time dependant on the size of the attachment. Also, certain types of virus-containing emails will actually execute just because I highlight the message in the list pane! I have searched the forums and was surprised that I couldn't find this problem. Is it possible that this is specific to my installation?
 
It is concerning virusses. Outlook 2002 blocks by default all attachments
that could contain virusses so if you get virus activity the attachments are
probably unblocked by your administrator. Contact him/her to verify this.

For concerning the preloads;
Tools-> Options-> tab Mail Setup-> button Send/Receive-> select send/receive
group-> button Edit-> select Exchange server-> at the bottom you can se
message download limitations.

Thanks for your reply. My "limit message size" is enabled by default to 50kb and there are no exception rules. I don't really understand what happens when you log into exchange from outlook. First the headers are all downloaded... then the messages are preloaded up to the limit set? I've not seen an explanation of this. That makes sense and it would explain why large messages take time to open up. My problem isn't with the opening up of these messages. If I just position the cursor on a larger message, the cursor hangs up and cannot be moved for some time, during which (presumably) the message is being "preloaded". Is that a normal behaviour? It is also at this point in time that certain viruses will execute. Outlook attachment blocking prevents you from opening blocked attachments, right? I'm not trying to open them... I'm just trying to delete them! But even to position the cursor on the email title in the list pane causes the virus to execute.

BTW, I'm the administrator... the exchange server is part of a SBS installation for my company which is a "True" small business -- 3 employees including myself! I've never tweeked the attachment blocking. Is t his a group policy? Is it done on the workstations or at the Exchange server?
