can't start up

i cannot start my xp. when i choose safe mode, it goes
throught the list of drivers and then stops at mup.sys.
i know you can restore the systme by booting with the cd,
but the system won't recognize a boot record on the cd.
If i choose to start up normally, then the system freezes
after doing the disk scan, whether i cancel it or not.
kinda in a bind here, if anyone can help me please send
me an email.

Is the BIOS set to look for bootable devices in the following order: FDD,
CD, HDD (floppy, CD, hard drive)

The WindowsXP is bootable, provided your BIOS is set correctly.
