Can't start up the virtual server

Dear All,
I have a problem on our exchange server that I can't start
up the virtual Server with the following error.
event id 115 : The service did not respond to the start of control request
in a timely fashion.
but I only have one ip address for that virtual server and no other.

and also I can't start it manually.
