Can't start services, can't access IE Internet Options

I think there is some kind of virus or hacking going on
that is affecting various communications services such as
Remote Procedure Call (RPC), Remote Access Connection
Manager, and Remote Access Auto Connection Manager. My
services manager (My Computer --> Manage --> Services &
Applications --> Services says that "access is denied."
Why I cannot fathom!

Same sort of problem is occurring when an individual user
(me) tries to select Internet Options from the IE6 Tools
menu. The error message is:

This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator.

This only happens when this user is logged on -- not the
administrator -- even though this user has full
administrator privileges.

I've done a reload of the Windows 2000 Pro operating
system and this is still broken. I'm thinking about
resorting to a complete clean install.

We are also seeing users from the network being locked out
from this machine, which is a problem that is appearing
elsewhere in this chatroom.

I have current virus defs from Norton and have scanned to
no avail. I also am running with Norton Personal Firewall
in place. We have had a case of the "backdoor.nibu.b"
virus on another machine on this network, which captures
keystrokes and confidential information. It was really
awful to remove.

Something is really fishy here, and I'm suspecting an
undetected virus.

Can anyone shed light on how to resolve these denial of
access problems, short of a clean install of the OS?

I think I got all the relevant updates, but my computer is
so sick right now I can't even check it with the Microsoft
Office Update checker. The thing performs the online
check, and then it errors out when it goes to the results
page. I looked in my directory, and MS uses a different
filename for these patches than the patch name, so it's
not too easy to tell.

I think I'm going to give up and reinstall the OS. The
only problem is that my Office disk #1 is with a traveler
who is overseas for 3 weeks. He had to take it just in
case we hadn't fully installed all the software we had to
reinstall to resurrect the laptop he needed to take.

This problem is all over our network.
