can't start RPC service

The operating system is Win 2000 professional. My problem is that i can not
start the RPC service. When i right click on the RPC service and click on
"properties", the window does not open. The service does not start at booting
and i experience many communication problems. How can i access RPC's
properties and change its state during the booting process?
 
From a command prompt;

net start rpcss

Check Event Viewer for errors.
