Cant ShutDown or Restore/Rollback Windows XP

My system stalls when shutting down. At the time I was attepting to get the MS Security Update KB832483 (Data Access componnts)and the process stalled at the end of the download and before the install phase.

I could do nothing to get rid on the installer window so I tried to logoff and restart the computer. The 'shutting down' screen appears but then nothing happens again. I had to pull the power
plug and start over.

I have to do it (but holding the on/off button)all the time now!!!

I have tried 'system restore' but this fails, probably because WIN XP will not terminate itself properly.

Does anybody know what might have happened or what I can do about it. I could reload the O/S of course but I thought XP was immune against this sort of thing.
 
try a repair of windows...boot with the XP CD and choose
to repair it.
