Cant Shut down or restart from start menu...

i cant restart or shut down my computer from the start
menu or using control/alt/delete...i can only restart my
computer by turning it off manually on the back of my
system...what the heck is wrong? i have norton anti-virus
and ive cleaned up my computer of all unecessarty files
and there arent any virus/bugs that can be found...

PLEASE HELP
