Can't shrink volume"Access Denied"

Can't shrink volume (have done it before) "Access Denied." I'm an
administrator. The query shows I can shrink 100,000 mb's.

D/L Bootit from TeraByte, it will do much more than shrink volumes

I think User Account Control needs to be turned off.
