Can't Setup Dial Up connection.. RANC service won't start.. help!

Just upgraded to xp from 98, but when I try to make a set up a dial up
connection, the wizard only lets you choose broadband..
apparently the remote access network connections service is not started,
and it won't let me start it.. how do i get this going?
