Can't Set Up Windows Mail

I can't set up Windows Mail on Vista for POP3 service with Excite.
I have followed suggestions for similar problems on previous postings and
have tried getting help from excite's techs but they aren't very helpful.

Windows Mail returns the following error:
Your server has unexpectedly terminated the connection. Possible causes for
this include server problems, network problems, or a long period of
inactivity. Account: 'pop3.excite.com', Server: 'pop3.excite.com', Protocol:
POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC0F

According to Excite, I have all the correct settings for incoming and
outgoing servers.

Whats the big deal? I thought I already PAID for the makers of Windows to do
the hard work for me.
Can anybody help please?

Then uninstall your antivirus program, reboot, and try WinMail
again. After you get your email working, you will need to install
a non-intrusive antivirus program such as the free AVG or Avast.
Whichever antivirus you select, be sure to NOT enable the email
scanning option.

I still can't set up Windows mail to retrieve mail from my excite (yes,
premium) POP3 service. I've rechecked all the settings as mentioned below.
I am using Windows Live OneCare, which I think is the problem, However there
are no e-mail scanning options (or any other options) that I can set. You
would think these products would be compatible.

Any other suggestions that might help? please.
 
The only other suggestion I have is that Excite's server might not
be compatible with Vista's TCP autotuning feature. Do the following:

a. Go to the Vista start menu and type cmd
b. The search results will display a program titled cmd.exe
c. Right-click on the link and select "Run as administrator"
d. Type "netsh interface tcp set global autotuning=disabled" without
the quotation marks, press Enter.
e. Test your POP account and see if you can now download your mail.
f. If nothing changes, re-enable the autotuning feature by typing
"netsh interface tcp set global autotuning=normal"

Note: Vista's autotuning feature normally results in better
online speed, but some older servers are confused by it.

Thanks for the suggestion. However, having executed the command suggested
below I opened Windows Mail, rechecked the Account Settings, hit the
"Send/Receive" button which resulted in a Windows Security pop-up window
asking me to verify User name and Password. I enter the info. but the same
window keeps popping up over and over asking me to verify the info.
Is there anything else I could try?
 
Since your symptom has changed, it sounds like the
autotuning change made a difference.
The latest symptom suggests that your mail account may be corrupt.
Create a new mail account with the same settings as your old account,
then delete the old account. Try Send/Receive again.

Do you have another mail provider you can try, to rule out problems
on Excite's end? If nothing else, you can get a free Gmail account,
then set it up for POP access.

I deleted the account in Windows Mail and Added the excite account again,
however the results were the same, no access to Excite's POP3 service.

I tried the Gmail and it works nicely, thanks for recommending that. For a
while I thought the problem lay with my Anti-Virus (Windows Live OneCare)
interfering with Windows Mail. However, since I easily gained access to
Gmail's POP3 service, it would seem that the problem originates from Excite's
end.
I'm finished trying to use Excite's POP3, I think I'll stick with the Gmail.

Are you sure you have the correct authentication and port settings for
Excite?
