cant send

I can not sent from mail. I can recieve. My anti virus is not scanning my
email. I have deleted and redone my settings. This is the error:

The connection to the server has failed. Subject 'test', Account:
'mail.cicerosdaschool.org', Server: 'mail.cicerosdaschool.org', Protocol:
SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

i have spent countless hours with this. My accoutn settings are correct.

Are you connected to cicerosdaschool as your ISP or are you connecting
through some
other ISP?

Is you AV still installed, if so which is it?:
note. Uninstall Norton or McAfee.
 
my av is mcafee, it is installed but I have email monitoring turned off.

as far as the ISP: The email is linked to my domain for the school where I
work, that connects me to server (in another state) that hosts my web site.
 
Like Julian said, uninstall McAfee completely. It is incompatible with
Windows Mail.
Even then, sending may not work. Did it ever work?
You see, ISPs do not want you to use somebody else's SMTP server, so
they often block that possibility.
Did the send failure happen on a mobile laptop or on a stationary desktop?
If you only send from home, who is your ISP?

The ISP to which you are connected may well block port 25 to any but its own
SMTP server. This is as common SPAM prevention feature.

Uninstall McAfee and don't replace it with Norton.
