Interesting article. I don't think that I have seen that one before.
I wish it wasn't so oblivious to the current reality of malware though
since that could easily cause the same symptoms and these days
more likely be the cause. Here's one you might like to point at

In any case it has always mystified me to understand how users
can reply to suggestions such as this with: "didn't work."
The article makes repeated references to "troubleshooting".
Do they not understand that troubleshooting is an interative process
which implies diagnosis and testing? that if they need further help
with such a process that they must include the results of their diagnosis
and testing? that their words have to substitute for what our eyes might
need to notice? ;/
OP has not disclosed his OS; so I usually mention IE Repair. (KB194177)
The regsvr32 commands that you have given are actually a weak subset
of the effect that IE Repair can give to all OS except NT5 (as seen by
the FixIE.inf that I have seen on NTx). For that OS I am now referring
users to KB831429 which now contains a superset of the re-registration
that IE Repair gives the others during a boot. They probably should have
included the caveat that msjava.dll will not be present in all OS because
of the MS/Sun controversy.
I have yet to get a clear statement from anyone if the suggestion to
use sfc /scannow in fact does something to re-register modules,
especially modules which it is not replacing. Someone suggested
I try deleting a key that I know would be restored by regsvr32 /i
and then see if it is back after just sfc. Unfortunately I haven't found
the time to do that yet.
