Can't "SEND" - Outlook hangs up

I have to shut down Outlook 2003 and re-open the program before my outgoing
emails will "SEND". Sometimes that doesn't work, and I have to shut down the
computer and reboot before it will work. What can I do? What to
troubleshoot?

Not sure what this has to do with Contacts. Troubleshooting would require
you to start by posting basic information such as mail account type, how you
configured said account for polling, why you can't send, what happens when
you try, whether mail polling ever worked and if so what steps were taken
that broke it.
 
I'm sorry, but not sure of how to answer your questions. Email has worked
fine for years, now this problem sending. Receiving is still working, but
not sending.

Email account type - is that the POP3?? With Roadrunner?

Polling? Sorry, I don't know what that is or anything about it.

What happens when it won't send (and this doesn't happen all the time, but
usually at least once a day) is that the emails go into and get stuck in the
out box, saying that they've already begun sending (can't even open to make
changes or delete them). I've also noticed that if there's 3 emails in the
outbox, the message at the bottom right of my screen says it's trying to send
4 messages; always 1 more than whats showing in the outbox. When it gets
stuck, I have to shut down Outlook and reopen it, then they all send out.

OK. If you're using Roadrunner, then your mail account type is most likely
POP/SMTP. Polling = Send/Receive--which is what you said you are having
problems with. We'll need to know if you have configured any automatic
Send/Receive intervals for your mail accent and if so how. Since this used
to work and now doesn't, try to think of any changes made to your system or
setup just before it stopped working. Also, tell us about any error messages
you receive.
If you can provide none of this information, then the first step in
troubleshooting will be to make sure you completely disable any email
Antivirus scanning.
