Two possibilities:
1. You are sending from a location other than your home Charter connection.

2. Your antivirus is interfering. Which antivirus is it?

What about my first question, were you sending from home, using your
Charter connection? If yes, your Norton program is the likely culprit.

Norton antivirus is among the top three troublemakers for Windows Mail.
Symptoms often don't start until months later.
The only way you can prove or disprove that Norton is the culprit is to
uninstall it, followed by using their debris removal tool:

Another option is to upgrade to Windows Live Mail, which is more
resistant to the adverse effects of overly intrusive antivirus products:

In any case you must disable any antivirus email scanning, for the reason
explained here:

I have had the same problems I've read about in these posts--could receive
just fine--but not send. Was using Windows Mail just fine--then couldn't
send at all. Am a Charter user--contacted them--they basically (after many
long hours "chatting" and on the telephone) told me they do not support this
software and so "too bad" more or less. However,--the suggestion to go into
your "anti-virus" program was the best one and I think will solve most of the
folks problems.

It seems that if I just sent an e-mail (no attachments) the e-mail would
send, but anything with attachments (such as a reply) would not go through.

When I looked at our Anti-virus under "E-mail", I found that a button for
attachments was checked and it had a "shield" set up.

So definitely check your anti-virus--after I clicked that a few minutes
ago--I am now able to send!! YAY~~
