can't send out email -Need Help

In the past week I've been having this come up and not
sure how to fix it. Can someone help.
The connection to the server has failed.
Account: 'PeoplePC Online', Server: 'smtp.peoplepc.com',
Protocol: SMTP, Port: 7362, Secure(SSL): No, Socket
Error: 10060, Error Number: 0x800CCC0E
