can't send or receive, Outlook can't retrieve

It seems that Outlook is sending the message but not
retrieving it.

I had the same problem. I called my ISP/e-mail provider
who checked on the e-mail server and reported back that
the e-mail was received by the server but never retrieved
when using Outlook. They told me that sometimes that
happens with Outlook and they didn't know how to fix the
problem. They helped me to get to the e-mail using an
internet based e-mail client. When I used this client to
check up on all the unretrieved e-mail, I found
approximately 100 e-mails that Outlook had never retrieved.

Does anybody know why it happens and how to fix it?

As I said in the answer to another post of yours, I don't know of any
circumstances in which Outlook doesn't retrieve mail that the server reports
as being on in a mailbox. All cases I've seen of this have been server
problems in which they were either mis-labelling messages or not reporting
the complete mailbox.
 
I had the similar problem, even set OL to check e-mail every 2
minutes, no delivery but when 'finger' ISP' there are mail waiting
there.

It appears that OL had a bugs....on the set up.

My solution is to re-install the whole system (format the drive, or
hack the registry), not using OL in set up and MS Office outlook. Use
another e-mail software and Netscape, it work wonder. Until the bugs
is resolved I steer clear from OL. It only works for people using
Exchange server. Sad really, the concept of monpoly.....

I miss a lot Microsoft mail/ internet ver 1.0, it is good and reliable
but with Win98 it start from explorer with drive c: folder.....,
really annoy.....May be it is not for Win98....

I am also having this problem except it happens on some
machines and not others.

Depending on your operating system and Outlook Version,
you can turn on logging to see the POP activity. See
http://support.microsoft.com/default.aspx?scid=kb;en-
us;240347

What I found by turning this on is that when Outlook uses
the polling interval setup in Options, Internet mail,
Outlook connects to the ISP POP port but never sucessfully
completes the negotiation.
Example of the bad result:
POP3: 09:18:02 [db] Connecting to 'mail.xxxx.xxx' on port
110.
POP3: 09:19:03 [db] Connection to 'mail.xxxx.xxx' closed.

Sometimes, when we hit Send/Receive, the process will be
successful.

A successful result:
POP3: 09:17:43 [db] Connecting to 'mail.epecu.org' on port
110.
POP3: 09:17:43 [rx] +OK <[email protected]>
POP3: 09:17:43 [tx] USER #######
POP3: 09:17:43 [rx] +OK
POP3: 09:17:43 [tx] PASS ******
POP3: 09:17:43 [rx] +OK
POP3: 09:17:43 [tx] STAT
POP3: 09:17:43 [rx] +OK 0 0
POP3: 09:17:43 [tx] QUIT
POP3: 09:17:43 [rx] +OK

My problem is that I cannot determine, in the parts of the
registry I can figure out to search, any difference
between a machine that is having the problem and a machine
that is have no problems.

If anyone has any idea . . .
