Can't send or receive emails

I receive this message when trying to send or receive email -

The connection to the server has failed. Account: 'Windows Mail', Server:
'mail.btinternet.com', Protocol: POP3, Port: 110, Secure(SSL): Yes, Socket
Error: 10013, Error Number: 0x800CCC0E

I run Norton 360 version3.0 but have disabled the antivirus.
Please can anyone help.
