Cant send or receive emails

I have Outlook 2003 that suddenly has stopped allowing me to send or receive
emails, I have tried the toolbar and the manual send/receive but nothing
seems to work. When I try to send an email, a message comes up citing an
internal error and says that outlook may need to be restarted - is this my
only option - if so, how do I do it?
 
By 'restarted' they mean to close and reopen. Have you rebooted your machine
since you started getting this error?
 
Could it be a read receipt?
