can't send messages

I can't send messages from windows mail but I can receive just fine. I've
contacted my internet provider and I set up the servers as instructed but I
am still having issues. Below is my error message:

The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was '(e-mail address removed)'. Subject 'test',
Account: 'pop3.ncctv.net', Server: 'smtp.ncctv.net', Protocol: SMTP, Server
Response: '550 5.7.1 <[email protected]>... Relaying denied. IP name
lookup failed [10.10.3.3]', Port: 25, Secure(SSL): No, Server Error: 550,
Error Number: 0x800CCC79

Are you connected through ncctv.net? Ir not, whoever you're connected to is
probably blocking port 25. Find out ir ncctv has another port you can use
for SMTP or else use the SMTP server for whoever you are connected to
(assuming that you also have a mail account with them).

Try this
Go to tools>accounts>select your account>properties>connection tab>remove
the check mark from 'always connect using'>apply/ok your way out.
Now try to send etc?
 
this box was not checked off...still not sending. As for frank's reply...how
would I know what other port number to use other than 25?

Try this

North Country Cable (ncctv.net) is a small time operator who (apparently)
does not offer SMTP on a port other than 25:
http://www.ncctv.net/internet.html

This means, when you are away from home and you want to send email,
you must use an outgoing mail server other than smtp.ncctv.net.
When away from home, what outfit provides the Internet connection
for your laptop computer?

Ask your ISP or email provider.
Gamail, for instance, suggest 465 and 995 for incoming.
