can't send mail

This error message comes and goes. Sometimes I can send with no problem and
then all of a sudden I am blocked again. The error message reads: "An unknown
error has occurred..." It is called Server Error 550; Error#0X800CCC69;
Protocol SMTP; Server Response 550 5.3.4; and "Requested action not taken;
Port 25 Secure (SSL)" Then it says if I think I have not violated some
regulation to contact customer support. I don't believe I have violated
anything and don't understand why this keeps happening! Help!
