Can't send mail

Everything I try to send gives me this:

The connection to the server has failed. Subject 'DJ Dan Says Thanks!',
Account: 'pop.west.cox.net', Server: 'smtp.west.cox.net', Protocol: SMTP,
Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E
 
Did it ever work?
Are you connected to Cox's network (ie, at home)?

If you are away from home, you might try enabling SMTP authentication...
Tools - Accounts - youraccount - Properties - Servers
[x] My server requires authentication
then click on "Settings"
[x] Log on using:
enter your email name & password
OK
click on the Advanced Tab
change the Outgoing (SMTP) port to 465
check [x] This server requires SSL
OK
