Can't send information to drive c:

Can't send information to drive C: with a bright blue
backround, push Ctrl+Alt+Del and restart or push any
button and continue... This is what my computer says, just
before she goes into full arest. After which it crahses
and we have to find the safe mode start up diskeet. I have
tried everything ( ahem... I know how to do that is) such
as : Disk Defragmentaion, Scan disk, Disk clean up and
even system restore. It worked for a day then it began all
over again. ANY help will be useful, I belive it might be
a " AWOL" boot file but who knows
 
Windows 2000? You can go into Safe Mode at the Windows 2000 loading screen. There is no System Restore in Windows 2000. If you have that that is one of your problems. Your description of the issue is not understandable sorry.
