Can't send fax from Win XP fax

I'm able to receive a fax thru the same system, but when sending it starts
to dialing then replys with a message saying the "line is busy". What could
be wrong? (note: I'm testing the laptop from work where you must dial 1 to
access an outside line or use an extension. I'm not sure if that matters)
 
Windows XP Fax does not work with many common modems.
Modem incompatibility is not apparent during installation or the initial
setup. It only becomes apparent when you first try to send or receive a fax.
The Fax Service will dial or will answer an incoming fax but then fail with
any of a number of unhelpful error messages such as "Line is busy," "There
is no answer," or "Reception error." There will be nothing in Event Viewer
to give a clue as to where the problem might lie.

These errors have been nearly impossible to track down. To do so requires
enabling both PSS and debug logging of fax transmissions, both of which
require fairly extensive registry changes. For the time being, the best
advice is to attempt to use XP Fax only if you have a modem that is listed
on the Windows XP Hardware Compatibility List and using the latest drivers.

I have an IBM ThinkPad T41, which says it is "Designed for Micorosoft
Windows XP". The modem is internal. I've never had a problem use Microsoft
Fax with Windows 2000 laptops.
What happen to Microsoft Fax for XP?
Can I download and install it for my XP laptop?

Can you download and install what? I would assume you are already using the
only fax module that comes with Windows XP.

Can I download and install Microsoft Fax for XP? I just assuming that the
fax module that comes with XP could be the source of the problem. I've
noticed that Microsoft Fax was available on Win 95 to 2000 and worked fine.

Microsoft Fax was only included with Windows 95 but not with any later
versions of Windows. Microsoft Fax was not even compatible with any later
versions of Windows except for Windows 98. Microsoft did not start offering
a fax module with its operating system again until Windows 2000 (the one
offered with NT4 was never actually released). Windows XP Fax is the same
fax module as Windows 2000, only it has been updated to contain even fewer
functions and to make it work with even fewer modems.
So, no. There is nothing you can download, and at the rate things are going,
nothing you would even want to.
