I have Outlook 2003, and have setup a valid email profile
(the settings are all correct) I can't do a send and
receive. Nothing happens. I can choose to send only and
this sends correctly. Also when I try to choose the
Define Send and receive groups, again nothing happens.

I have uninstalled and reinstalled, and checked and
loaded all Office XP serevice packs / hot fixes.

Any ideas?

I believe you mean Office 2003 updates or do you have Outlook 2002? ;-)

Recreate your mail profile; Control Panel-> Mail-> button Show Profiles...

Note that reinstalling Office doesn't reset the settings you previously
made.

I think my problem is similar. I Cannot send/receive email after
installing Office Pro 2003 including Outlook 2003. Using Windows 2000
OS, auto updated regularly. I have done everything I can find to do so
far at support:
Have uninstalled and reinstalled Outlook 2003
Have used detect and repair function at Add/Remove Programs
Have changed profile at Control Panel - Mail
Have changed profile in Outlook 2003
Have renamed file outcmd.dat to outcmd.old
Have confirmed ISP server settings are correct
Rebooted after every fix attempt.

Can access email at ISP web server
Can access internet
Have not installed any other programs since installed Office 2003 Pro.
Still cannot send or receive email in Outlook 2003.

Error message Task 'pop.sbcglobal.yahoo.com - Receiving" reported
error (0x8004210A): 'The operation timed out waiting for a response
from the receiving (POP) server. If you continue to receive this
message, contact your server administrator or Internet service
provider (ISP)'
Checked with ISP - All Ok. They say problem is with Outlook 2003

Any fixes

Disable the outgoing mail scanner from your virusscanner and try again.
