Can't send email w/ Outlook Express

I have a problem now where I can no longer send mail
through my microsoft outlook. None of my settings have
changed. Sent items and deleted items folders have been
cleared. Not even a small test email containing text
only, can be sent. If outbox is empty, no error occurs
and any incoming mail comes in.

The following error occurs:
The SMTP server returned an error. [Followed by my
account name, ISP, and IP address] has too many
connections (2) on 'sccrmhc13', Port 25, Secure(SSL): No,
Error Number: 0x800CCC60

I called my ISP, they had me disable my firewall and
antivirus software. Same error message. They had me
shutdown and reboot, shutdown firewall and send mail.
Same error message. Told me to call Microsoft.

Microsoft wants to charge me $35 for support over the
phone. Their website contains no information pertaining
to the above error. Told me to call HP, my PC
manufacturer.

HP, confirmed my OS of Windows XP and wants to charge me
$30 for 7 days of help support, and sent me to their
website which was another deadend.

Any suggestions as to what else I might try? How do I
find out what, if anything, might be using/blocking Port
25????? Any help appreciated. Thank you.
 
I am having the exact same problem. It started today, and
I called my ISP...same kind of thing...they wanted to
blame my firewall or router...and even when disabled, the
problem occurs. The funny thing is that OutLook Exp.
worked fine yesterday with the same firewall and router.
Mail is working on my ISP server, but won't work in
Outlook Xpress. If you get something, email me please!

If those groups aren't carried on the news server that's carrying this group
try using msnews.microsoft.com (MS's public news server that's the source
for all the microsoft.public newsgroups). The links under the newsgroup
references are for use with MS's web newsreader (not exactly the best way to
post but it works for some people)
