can't send email w/ outlook 2002 in vista home basic

I can't send email with outlook 2002. I just bought a new laptop with vista
home basic. I receive (sometimes) emails, but can't send it.
I go to emails account, click test settings; everything works but sending.
What can I do??
Please. I appreciate any help.
I went to the old computer, did the same. For my surprise, i get the same
message, outlook can't send emails, but it actually does. (XP HOME).

Outlook 2002 isn't compatible with Vista.
