trouble in texas

I am using microsoft windows mail, and an earthlink e-mail.
i used to send emails fine but now it stopped working?
This is the error.
Can someone help?

The connection to the server has failed. Account: 'pop.earthlink.net',
Server: 'pop.earthlink.net', Protocol: POP3, Port: 995, Secure(SSL): Yes,
Socket Error: 10061, Error Number: 0x800CCC0E

Just an FYI from the school of hard knocks (i.e. I've made this mistake too
.. . . . ). There's what I consider to be a design flaw in the Account setup
for Windows Mail in that on the Servers Tab MS listed POP (incoming) first -
then SMTP (outgoing) . . . . but when you go to the Advanced Tab, they put
SMTP (outgoing) first - then POP (incoming) - reversed sequence. So it is
very easy to input the information backwards on the Advanced tab if you are
just "doing things in the same order" as entered on the previous Servers tab
.. . . .

Maybe Microsoft wants you to actually read what it asks for, instead
of just filling the boxes in by rote. :-)

LOL !! No doubt reading the screen is the best thing to do always - but I'm
reasonably certain that's why so many folks post here with this error . . .
