Can't Send E-Mail in Outlook 2000

For some odd reason, I can receive messages in Outlook 2000, but cannot send them. The words "sending message" come up on my screen but disappear very quickly. It's almost like it's not giving itself enough time to attempt to send messages. My outgoing mail server is set up properly. Also, I tried to increase the timeouts under the advanced tab, but it has not made a difference

Can anyone help

Are you in Corporate/Workgroup, or Internet Only mode? What sort of
account(s) do you have? Do the messages get moved to your sent items?

I'm in Internet only mode (I think). My account is an MSN dial-up account. The messages do not get moved into my sent items. They stay in my Outbox

Can you turn on diagnostic logging (see
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q240347) and post
the smtplog.txt file (as an attachment) after trying to send? Also, please
include the text of previous posts in your replies - it makes things much
easier to follow...
