Win XP Home, Outlook 2002, VeriSign Digital ID, McAfee Internet Suite 6.0
are all in play.

I'm unable to send an email WITH attachments, error message tells me server
timed out. If I shut down everything (security) I'm able to send. I had
been able to send previously, but can't figure out what occured to cause the
problem.

Microsoft: So sad, pay for an answer.
VeriSign: Can't be us.
McAfee: no response.

Any ideas out there?

Mine is doing the same thing! I've asked my ISP, and they tell me it's not them. I don't know how to resolve this! Does anybody know?

I also have had the exact same experience. Running XP Home, McAfee Internet Seurity 6.0, Direcway two-way satellite, D-Link router. I read several posts regarding this problem and tried the ideas for solving the problem, but nothing worked. I put everything back to the way it was and then did an experiment:

1) sent myself an e-mail with a VERY small attachment (~10Kb). That worked!
2) sent myself an e-mail with a small attachment (43Kb). That worked.
3) sent myself an e-mail with a little larger attachment (48Kb). That did NOT work.

This may be a clue for someone but I could not find anything anywhere that was limiting my ability to send anything over ~50Kb.

Next I attacked the McAfee Internet Security Suite. I tried turning off everything in the Privacy module (except cookie filtering) but still had problems with 48Kb file. Next I disabled the Privacy module and everything worked fine. I tried some larger files and they also worked fine. By this time I had turned all the e-mail stuff back on in the Virus Scan module and it still worked fine.

Solution? I uninstalled the Privacy Module and then went into Internet Explorer to modify the cookie filtering. (that makes 2 out of the 4 modules in McAfee that are useless; the other is Spam Killer)
