Can't send any emails to any account

I have been having trouble sending emails I get a error message saying that
the out going server may not be authinicated please check the pop3 server. I
have been on the phone with the internet provider and they can't figure it
out. Does any one have any suggestions? No, I do not have an antivirus
program? Please help!
 
Does your ISP want you to authenicate when sending?

Tools | Accounts | <account name> | Properties
Servers tab

Here you will find the check box to authenicate and a Settings button to put
in the account username and password that is needed.
 
Please submit a verbatim copy of the error message instead of a
sketchy paraphrase. The error message should identify the server
name, protocol, port, SSL status, and error number.

Please supply the exact error message. Your paraphrase has an
impossibility in it.
